As time passed, these subsidized housing neighborhoods fell into disrepair and became slums. World War II solved this problem as most of the housing was destroyed and the rest was damaged. A rebuilding boom began when this war ended.
However, this time around, the government passed Acts which outlined the form and placement of the homes to be built. Occupants could rent with a right to buy clause, and many of them did just that. These council flats had certain flaws that accompanied the purchase. Additional fees were not always disclosed up front and maintenance was ordered with payment due from the owners of each purchased property. Also, calling it council housing results in the stigmatism that it is housing for those who rely on social security or welfare. Some of the council housing, depending upon location, is set aside for those seeking asylum: political, religious or cultural.
Because of these extenuating circumstances, to buy my council flat is a risky investment and sellers find it hard to market them to the general public. Investors can often snatch them up for a fairly low amount and then rent them for income.
