Scottish social housing tenants could loose the right to buy their property under new plans by the Scottish National Party government.
According to the BBC, ministers are reviewing the current rules regarding taking on a council rented property which it says is being done to "improve the housing system".
The changes, if given the green light, will affect those tenants who are moved into new build homes and some argue will impact on their ability to get on the property ladder.
A Scottish government insider told the broadcaster: "As part of our consultation on housing in Scotland, we will look at a range of measures with the overarching aim of improving the housing system and achieving better value for money.
"We will consult on the option of ending the right-to-buy for new-build social housing - only affecting tenants moving to newly-built properties."
Scottish homeless charity Shelter agreed that the current right-to-buy system was out of date and in need of modernisation.
But Scots Tory spokeswoman Mary Scanlon told the Glasgow Evening Times that to scrap the right to buy would mean yet another generation of first-time buyers will find it impossible to get onto the property market.
