First-time buyers are to be placed at a further disadvantage due to introduction of home information packs, according to the Royal Institution of Chartered Surveyors (Rics).
Rics states that due to their cost, the packs - which are already a legal requirement for home buyers purchasing properties with three bedrooms or more - have effectively "wiped out a significant proportion" of speculative buyers, which it argues constitute 20 per cent of the market.
Jeremy Leaf, a spokesperson for the institution, states: "With prospective buyers and sellers currently taking a wait and see approach to moving, activity in the housing market is grinding to a halt."
Mr Leaf added that the housing minister, Yvette Cooper, "needs to understand" that extending Hips to cover all properties, which is scheduled to take place on December 14th, will leave people looking to buy a house "between a rock and a hard place".
Hips are provided by the property vendor and contain a range of information. This includes an energy performance certificate and details of various searches and a sale statement.
